Hero Balance Adjustments:
-[Dragon Blood Barrier]: Increase basic armor from 12% to 14%
-[Dragon Fang Charge]: Increase damage from (70+0.5ap) to (80+0.55ap)
-[Shadow Barrage]: Reduce damage of Kublai from (10+0.3ap) to (10+0.2ap)
-[Slash Blade]: Reduce damage from (30+0.9ap) to (20+0.8ap)
-[Wave Sweep]: Reduce damage from (40+0.8ap) to (40+0.6ap)
-[Last Breath]: Reduce damage from 5% to 4%
